These roles do not, however, exhaust FAO’s governance functions, which also include agenda- and priority-setting (the international years and decades it proclaims) and its participation, alongside the other Rome-based agencies, in the Committee on World Food Security (CFS).
One such instrument is the annual flagship publication,The State of Food Security and Nutrition in the World (SOFI), the global reference report tracking progress towards food and nutrition security. The 2017 SOFI report marks an important turning point. On the one hand, it observed that the decline in the Prevalence of Undernourishment (PoU) over the previous decade had probably reversed. On the other, it introduced new metrics enabling FAO to report progress towards the Sustainable Development Goals (SDGs). Notably, it proposed a subjective measure of food insecurity, the Food Insecurity Experience Scale (FIES), whereas until then the PoU offered an “objective” measure based on a balance between availability and estimated needs. Based on a lexical analysis of SOFI reports and an ethnography within FAO, this article examines the relationship between quantification techniques and global policies. By developing the concept of knowledge intermediation and its infrastructures, it reflects on how governance through metrics affects our ways of knowing about food security.},

abstract = {This thesis examines how evidence about the environmental footprint of artificial intelligence is produced in the space between the fields of science, journalism and politics. Between 2018 and 2025, a body of reports emerged to quantify both the energy use of AI and its potential positive effects on the environment, circulating widely in the press and in policy debate. These reports are assembled by a range of actors, including consultancies, intergovernmental organisations, banks and NGOs. Drawing on content analysis of nineteen reports, thirty-three interviews with their authors and participants in the debate, and 439 press articles analysed through semantic-network mapping and manual coding, the thesis argues that the debate gives rise to epistemic entrepreneurs: actors who strategically produce knowledge claims to acquire authority and convert it for political or economic gain. Their work is conditioned by an uncertain context that creates a demand for experts to act as reporters, that is, to relay numbers that describe an already-existing reality rather than to account for the methodological work by which numbers are made. Epistemic entrepreneurs produce evidence in a space where the conventions of objectivity are dissociated from the accountability mechanisms that would ordinarily test them. They therefore run the risk of naïve empiricism, giving a dominant voice to authoritative actors regardless of the fragility of their claims. The thesis argues that this risk is a structural feature of a public sphere in which epistemic claims are produced outside the established fields that once held them accountable. },

abstract = {Based on long-term ethnographic and “chatnographic” fieldwork (2015-2024), this article examines the ordinary uses of digital technologies in urban risk management in San José, Costa Rica, focusing on residents’ communication practices via WhatsApp and Facebook around flooding of the Ocloro River. It analyzes how inhabitants mobilize mainstream digital tools to organize collectively in the face of environmental risks and to redefine their relationship with territory and public institutions. Our paper combines interviews, participant observation, and qualitative and quantitative analysis of 4,479 messages exchanged in a WhatsApp group created and managed by residents. The results highlight three main dynamics: (1) the infrapolitical self-organization of residents during emergencies; (2) the accountability—and at times contestation—of public authorities, made possible through the circulation of images, data, and digital traces; and (3) the gradual politicization of environmental issues, leading to collective mobilization for the protection of the river basin, beyond the immediate concern of flooding.
The study thus reveals a process of digital placemaking, in which social media become instruments for producing knowledge and governing territory “from below.” WhatsApp and Facebook—everyday, mainstream applications—are used for the production, archiving, and mobilization of lay knowledge in legal and political action. In the Latin American context, these ordinary digital practices contribute to reconfiguring urban governance and transforming citizen participation into a locally grounded form of environmental action.

Fondé sur une enquête ethnographique et « chatnographique » de long terme (2015-2024), cet article examine les usages ordinaires des technologies numériques dans la gestion des risques urbains à San José (Costa Rica), en se concentrant sur les pratiques de communication via WhatsApp et Facebook des habitant·es, autour des inondations du fleuve Ocloro. Il analyse la manière dont les habitants mobilisent des outils numériques grand public pour s’organiser face aux risques environnementaux et redéfinir leurs rapports au territoire et aux institutions. L’article combine entretiens, observations participantes et analyse qualitative et quantitative de 4 479 messages échangés sur un groupe WhatsApp créé et animé par les habitant·es. Les résultats montrent que ces usages numériques soutiennent trois dynamiques principales : (1) une auto-organisation infra-politique des habitants face aux urgences ; (2) une mise en responsabilité voire une contestation des autorités publiques, rendue possible par la circulation d’images, de données et de traces numériques ; (3) une politisation progressive des enjeux environnementaux, donnant lieu à une mobilisation collective pour la protection du bassin versant, au-delà du seul risque d’inondation. L’étude met ainsi en évidence un processus de digital placemaking, où les médias sociaux deviennent des instruments de connaissance et de gouvernement du territoire « par le bas ». The Climate Act was passed after massive popular pressure from the civic climate movement leading up to the election. Despite these efforts and the apparent political will to engage with multiple voices and interests, our network mapping shows that the business community, with an emphasis on “innovative and technological solutions”, were soon to become dominant in the network and align themselves more closely with the political system than the civil society actors were able to with their repeated calls for more radical and political action on climate change.},

This paper is based on nine months of mixed-methods research, using the digital tools Hyphe, Gephi and CorText to map the relations between different public Danish actors (informal civil society groups, NGO’s, businesses etc.) and their “matters of concern” (cf. Latour 2004) in the controversy of the Danish green transition. Inspired by literature on counter-mapping data science (Dalton and Stallmann 2018), the study introduces an interventionist methodological experiment in using network maps made with digital methods tools as props for material participation (Marres & Lezeaun 2011) in a workshop setting. As such, the paper seeks to explore how critical discussions of network maps can become a ‘prototype for mobilization’ (cf. Jimenéz 2014) for mapped subjects and entities to collectively evaluate and re-invent both their position in a controversy and their means, methods, and tactics for obtaining public impact. This methodological experiment is framed through a discussion of the experience of participation (Kelty 2018) and ethical attunement and world-building among activists (Zigon 2018), and argues for the potentials for collaborative methods and interventionist use of digital cartography in the field of controversy mapping in relation to the green transition.},

The results show that co-occurrence relationships between cited disciplines have evolved dynamically over time. The two types of co-occurrence relationships, Immunology and Microbiology & Medicine and Chemical Engineering & Chemistry, last for a long time in this field during 1990–2020. Moreover, the number of disciplines cited by coronavirus-related research increases, whereas the distribution of disciplines is uneven, and this field tends to focus on several dominant disciplines such as Medicine, Immunology and Microbiology, Biochemistry, Genetics and Molecular Biology. We also measure the disciplinary diversity of COVID-19 related papers published from January to December 2020; the disciplinary variety shows an upward trend, while the degree of disciplinary balance shows a downward trend. Meanwhile, the comprehensive index 2Ds demonstrates that the degree of interdisciplinarity in coronavirus field decreases between 1990 and 2019, but it increases in 2020. The results help to map the interdisciplinarity of coronavirus-related research, gaining insight into the degree and history of interdisciplinary cooperation.},

The project prototypes a comparative approach to these multiple spaces through analysis of each through multiple time slices, including analysis of the linkages between various discourses where possible (i.e. by hashtag-image and text-image analysis). Included is a new approach to text-image analysis using Cortext, which allows exploration of the user-generated text in Instagram posts, beyond what is available via hashtag analysis.
Taken together, multiple maps reinforce certain issue patterns through their repeated representation in various visualizations; at the same time, individual maps reveal nuances of the issue that only emerge through a single discourse (whether visual, textual, or connective via hashtags). This project thus demonstrates how critical discourse analysis and visual analysis may be conducted at multiple and intersecting levels through a critical cartographical approach, enabling a more robust understanding of the issue as it is performed online.
Substantive Findings
Our findings indicate that when analyzed as above, the tools embedded in both Twitter and Instagram allow us to infer discursive alignment with issue positioning, not only for/against the key issue, but also within sub-groups, allowing a nuanced view of the issue. For instance, within anti-pipeline sentiment, analysis of locations, hashtags, text, and images reveals competing ideals between protection of the land (as pristine), ownership of the land (as a Vancouver resident), and stewardship of the land (as already occupied by Indigenous peoples). By tracing these discursive groups over time, we see increasing overlap within our issue network visualizations, where distinct clusters are replaced by heterogenous networks, indicating that the pipeline issue may function as a boundary object, bringing various publics closer together.},

This project thus demonstrates how critical discourse analysis and visual analysis may be conducted at multiple and intersecting levels through a critical cartographical approach, enabling a more robust understanding of the issue as it is performed online.
Substantive Findings
Our findings indicate that when analyzed as above, the tools embedded in both Twitter and Instagram allow us to infer discursive alignment with issue positioning, not only for/against the key issue, but also within sub-groups, allowing a nuanced view of the issue. For instance, within anti-pipeline sentiment, analysis of locations, hashtags, text, and images reveals competing ideals between protection of the land (as pristine), ownership of the land (as a Vancouver resident), and stewardship of the land (as already occupied by Indigenous peoples). By tracing these discursive groups over time, we see increasing overlap within our issue network visualizations, where distinct clusters are replaced by heterogenous networks, indicating that the pipeline issue may function as a boundary object, bringing various publics closer together.
