abstract = {The European Green Deal with its high ambition has set the European Union (EU) on a promising path towards greater soil protection. The EU Soil Strategy 2030, the Biodiversity Strategy 2030, the Farm to Fork Strategy, the Zero Pollution, the Nature Restoration Law and the European Climate Law, among others, include actions to protect our soils. Research and Innovation (R&I) will play a key role in developing new knowledge and tools enabling the transition to healthy soils. The main aim of this paper is to analyse past and near-future trends in EU's funding for R&I on soil-related issues. For this purpose, a review of EU-funded soil projects was conducted based on the data available in the Community Research and Development Information Service and the official portal for European data. Our analysis shows that over the past 40 years, the EU has invested significantly in developing integrated knowledge about the relationships between soil functions and ecosystem services and how human-induced pressures affect soil health. Following the adoption of the EU Soil Thematic Strategy in 2006, there was an increase in research funding for soil-related research. Furthermore, our analysis also illustrates an interesting interplay of permanent and changing soil themes. The Horizon Europe Mission ‘A Soil Deal for Europe’, which aims to establish a network of 100 living labs and lighthouses to lead the transition towards healthy soils and safeguard human and planetary health by 2030, provides a further incentive for soil research. Together with the EU Soil Strategy 2030 and the new proposal for a Directive on Soil Monitoring and Resilience (Soil Monitoring Law), and the EU Soil Observatory (EUSO), the three instruments set up the political framework, concrete measures, and a monitoring system needed for the protection, restoration and sustainable use of soils.},

abstract = {While organic agriculture has created a set of institutions that allow producers to know which practices provide “organic” quality and allow consumers to recognize it via an on-package label, the landscape of agroecological products is quite fluid and diverse. Often, products are traded directly between producers and consumers and quality is conveyed verbally. However, there has been a general increase in the use of private labels to claim that products are agroecological or “more than organic”. This article explores these recent innovations by asking: How does agroecology become a product quality claim in innovative forms of quality control? To answer this question, data on labels claiming to be “agroecological” and related assurance systems were gathered through internet research, market monitoring and semi-structured interviews in the European Union. In this article we explore the range of claims, and control networks, used to characterize the so-called “agroecological” labels and confront them with FAO’s 10 principles of agroecology. This 27-country comparison offers interesting insights into the overlaps and boundaries between agroecology and organic agriculture in terms of the markets that are created.},

abstract = {This review investigates the state of the art in metrics used in energy (or fuel) and transport poverty with a view to assessing how these overlapping concepts may be unified in their measurement. Our review contributes to ongoing debates over decarbonisation, a politically sensitive and crucial aspect of the energy transition, and one that could exacerbate patterns of inequality or vulnerability. Up to 125 million people across the European Union experience the effects of energy poverty in their daily lives. A more comprehensive understanding of the breadth and depth of these conditions is therefore paramount. This review assessed 1,134 articles and critically analysed a deeper sample of 93. In terms of the use of metrics, we find that multiple indicators are better than any single metric or composite. We find work remains to be conducted in the transport poverty sphere before energy poverty metrics can be fully unified with those of transport poverty, namely the stipulation of travel standards. Without such standards, our ability to unify the metrics of both fields and potentially alleviate both conditions simultaneously is limited. The difficulties in defining necessary travel necessitate the further use of vulnerability lenses and holistic assessments focused on energy and transport services.},

abstract = {This paper analyzes the design of financial regulatory structure in the European Union. We develop a two-pronged approach to track changes in decision-making authority in EU financial market regulations and directives enacted from 1964 to the present. Traditional observational data collection methods manually code laws to identify the amount of discretionary authority delegated to regulatory bodies that oversee segments of financial markets. The lack of robustness and scalability of this approach, however, may limit the generalizability of observational studies. To remedy these potential shortcomings, we match observational methods with data science techniques, in particular natural language processing, to visualize complex patterns in the text of laws and temporal movements. The combination of both observational and computational approaches provides more detailed insights of the various elements of financial regulatory structure and the temporal allocation of decision-making authority among the European Commission, regulatory agencies and the Members States. Our analysis indicates that both the scope and location of decision-making authority shifted over time, moving from Member States to EU regulatory agencies. The amount of discretionary authority delegated to EU agencies to implement regulations, on the other hand, has remained largely unchanged.},

abstract = {This paper analyses the developmental dynamics of oncology research in Portugal during the second half of the twentieth century and early twenty first century. Grounding its conclusions in a scientometric analysis of a database of publications covering the period 1976–2015, the paper shows how the expansion of oncology research from the end of the 1990s through the 2000s is closely related to science and technology policy decisions in the country. The main actors of the institutional evolution of the field are public organizations, both hospital and academia/research-based, frequently working together. Portuguese oncology research focused especially on organ-based cancers, underlining the strong link between the laboratory and the clinic. Accordingly, translational research is a major trend in oncology research, as evidenced by the analysis of publications in major journals and inter-citation maps. Networks of institutional co-authorships show the importance of regional and international collaborations. The collaboration patterns over time reveal the importance of national and European collaborations during the initial years covered by our publication database, in line with the major impact of Portugal’s integration into the European Union, and a growing importance of regional collaborations, as well as with North and South American institutions in more recent years. Portugal provides a case study of how twentieth century policies at the national and European levels have impacted on the evolution of oncology research in countries from southern Europe.},
